...The sovereignty of God is fundamental to having a biblical understanding of prayer. Scripture asserts, if I understand it correctly, that God exercises providential control over the world and that he is the ultimate cause of all events. Now the upshot of this is that God either decrees or he permits everything which happens. No exceptions. Daniel 4:35 reads as follows, he does according to His will and the host of heaven, and among the inhabitants of the Earth, a none can stay his hands. No one can say to him, what are you doing?
